The Florida Department of Agriculture and Consumer Services has issued a mandate that all passengers must have insurance to disembark from the cruise line.

To bring the company in line with Royal Caribbean, Carnival Cruise Line has now changed its insurance requirements for unvaccinated travelers. Although the cruise line has required all passengers to be fully vaccinated, there are cases where a person who has not been vaccinated may still board the ship.
Why does the carnival require insurance?
The cruise line has updated its protocol page, which now requires travel insurance for unvaccinated guests on the trip. The cruise follows the recommendations of the CDC, and a small number of unvaccinated passengers may request a cruise if they cannot be vaccinated.

This means that if there are 1,000 guests on board, 50 of them may not be vaccinated. In case of an epidemic, the cruise line will make all necessary arrangements for quarantine, possible hospitalization and even medical evacuation.
However, the measure will not be implemented before 31 December. July will be in effect, giving customers planning a trip more than enough time to prepare and purchase insurance. The first flight to be discussed is the first flight in honor of Mardi Gras on the same day.

Guests can purchase insurance through their own travel insurance company or through Carnival Vacation Protection. This applies to all adults who have not been vaccinated and to adolescents aged 12 and over who cannot be vaccinated. Carnival Cruise Line is waiving this requirement for children under 12, who may not be vaccinated.
Royal Caribbean has also made a move to offer a new service from 1. It’s a good idea for St. August to require insurance, but in Royal Caribbean’s case, the cruise line accepts both vaccinated and unvaccinated Florida customers, which is not the case with Carnival.
Moreover, in the case of Royal Caribbean, the measures are primarily designed to deter unvaccinated customers, which does not appear to apply to Carnival, which already has a vaccination requirement.

Carnival remains strict on vaccination requirements
Although Carnival allows guests to board its ships if they are not vaccinated, guests must make an effort to get permission to cruise. The cruise line has already stated that customers will not be allowed to sail unless they have requested an exception:

Exemptions from vaccination must be approved in advance and are subject to a capacity check. No exceptions will be made on the day of embarkation. Unvaccinated guests must comply with certain protocols and testing requirements communicated to them in advance as a condition of travel.
Carnival Cruise Line is one of the few companies in Florida that actively asks its customers to show proof of vaccination, despite a law that makes this illegal. Despite possible fines of up to $5,000 each time a cruise line has to confirm the identity of a passenger, Florida has been silent on the issue since the Carnival Horizon sailed on the 4th. Guests who have booked a Carnival cruise must also complete a health questionnaire and undergo additional testing prior to departure. This includes additional PCR and antigen testing prior to admission of unvaccinated guests.
